Global Innovation Index 2023 Science and Technology Clusters

Science and technology clusters are established through the analysis of patent-filing activity and scientific article publication, documenting the geographical areas around the world with the highest density of inventors and scientific authors.


The Global Innovation Index (GII) ranks countries and economies based on their innovative capacity each year. In a preliminary release before the official launch on September 27, 2023, the GII 2023 S&T Clusters Chapter identifies local areas with significant concentrations of world-leading science and technology activity.


In 2023, Tokyo-Yokohama (Japan) leads as the largest global S&T cluster, followed by Shenzhen-Hong Kong-Guangzhou (China and Hong Kong, China), Seoul (Republic of Korea), followed by China’s Beijing and Shanghai-Suzhou clusters. Paris, Munich and London have been three clusters located in Europe within the category “S&T cluster by economy or cross-border region ranked among the top 100”.
